Experienced Moodle Developer for Government Project

Hi,
We are looking for a Moodle developer with strong experience, particularly someone who has previously worked on government platforms or projects. Experience with compliance standards and large-scale deployments is highly preferred.

Requirement is mentioned below

Each of the two courses will have 4 modules.
Each of these modules will feature up to 4 chapters.
In each chapter, there will be an interactive slide show, potentially embedded short videos within the slide shows, chapter transcripts that accompany each slide for learning support. Each chapter will prompt users to take a quiz of the learnt material to test learning and provide outcomes as currently shown on the ATINGI template- we can choose from any of the quiz formats they have.
We will need small icons such as Like Button or words such as "great job" come up as people complete the quiz and a prompt for the learner to proceed to next section. These can also be used from current libraries available on Atingi.
On the introduction page there will be a 5-minute video that we provide to enter the course. This will hav a transcript shown in it as currently available on Atingi.
The work on uploading both courses on ATINGI will specifically require:
Coordinating with us and third-party to access backend templates and upload courses and address any glitches and other issues that may come up.
However, it has been discussed between us and them that they will provide all ready to "plug and play" templates which will require minimal work.

Note : Please share me the estimated cost for this Requirement with the timeline asap and also have to inform that UI/UX part will be manage from our end.
