Download large 4k video files & compress them to 1080p -- 2

Hello dear freelancer, I'm looking for someone to help me download nine 4k videos from a dropbox folder and reduce the file sizes from 4K to 1080p.
Each file size is a round 4-6GB and I just don't have the internet capability to download them.
I think internet speed around 75mbps is going to be needed.
The finished product would be each of the 9 files reduced from 4-6gb each down to 250mb each while maintaining 1080p video quality.
