Create subtitle video for Punjabi music

I need a video editor to take my subtitles document and match them to a song, so the subtitles are displayed at the correct time. The subtitles are in English but the song is in Punjabi so I need a Punjabi speaker to be able to fit the right words to the right part of the song. The songs will generally be 3-5 minutes long, like most Punjabi songs.

I need the videos in a file that can be edited in capcut or similar software so that I can edit them with images in the background if required. Please let me know what solution you have to make this possible
