Convert JPEG to pro quality video

I want someone to convert an existing file into a professional-quality video. The desired resolution for the final product is 1080p, and no additional elements will be added. The length of the video should be between 1-3 minutes. It was built into a PowerPoint presentation with footage and background music and is about 1 minute long. The file size is larger than the 25MB allowed per email. I want a format quickly sent through regular email as an attachment for family.
