Aerial Mapping Video Editing & Syncing

I need a video edited. The video is going to be a side-by-side drone footage video. One video has drone data mapping of a stream through a town. At certain points, there are colored pillars which need to have text appear with it. Each color represents a different type of failure within the stream. Whenever the drone passes a street, the street name will also need to appear on the road. There is a document with these details.

The second video is another drone fly-through of the exact same area, but with no data. It is simply the video. The data video is in one piece, but the other video is in 2 files (the program saved it in 2 as it was a large file).

The main issue is that the 2 videos are at different speeds. So the faster video needs to be slowed down to match the slower one.

So the task is:

Combine 2 videos into one.
Slow down this video to match the Data Video perfectly.
Add text to each data point in the data video.
Add text onto each road that appears.

The final edited video should be in MP4 format. The final video should match the duration of the slower video.
