Add blur to background of video & create transparent background to video

I have a .MOV file with me talking and my office in the background. I want a blurred effect for the video background of my office. I also have another video where I'm talking (same office background), but in this video I want the background removed entirely so it's "transparent." The effect will be just me talking with no background at all (not white, not black, nothing), so it can be overlaid on my website.

In your bid, please explain what software you'll use to create the blurry background and the transparent background. Thank you.
