Video Media Streaming Server

I am looking for C++ developer that can build a video media streaming server that offers hybrid solutions for both on-premise and cloud hosted. The data to be streamed is video content, and I am particularly interested in having secure streaming capabilities as an additional feature. the server need to stream over SRT, RTMP, UDP multicast and unicast and RTP.
