Setup a live streaming server on Wowza for passthrough RTMP to another target RTMP

I need to get a Streaming Server setup so that we can create RTMP codes that use our URL, which we can use in encoders to send in live video streams to, and then the server will send them out to another RTMP we have setup as a target for that incoming RTMP. We don't need it to transcode or anything, just pass through the stream to another RTMP that we have provided. The goal is just to be using an RTMP that uses our URL, and then we can send it on to any other RTMP server we need. I'd like it to be done using Wowza so we can just pay based on usage (passthrough only) but not 100% set on that if there is something easier / cost-friendly.

So our goal is to be able to generate an RTMP URL ("Branded-RTMP"). We then will use this "Branded RTMP" in encoders and send live video streams to it. We then want to just link that "Branded RTMP" (source) to a different RTMP address ("secondary-RTMP")that we have. So we can send a stream to the "Branded RTMP" but it will get routed and sent to the "secondary-RTMP". Hope this makes some sense.

Initially, we just need to be able to create RTMP destinations to use (which use our custom URL), and then we can manually link them to other RTMP targets. In the future, we'd like to look into doing these all through an app and API type thing, but that is secondary.
