Google Ad Manager Video Ad Tag Creation Setup

I am looking for a freelancer who can assist me with the setup of Google Ad Manager for creating in-stream video ads. The project requires manual setup and does not use Google Ad Manager's default settings.
Ideal Skills and Experience:
- Proficiency in Google Ad Manager

So far, I have completed a lot of things in this Game Website. Further, I was able to get the following Google Approvals too;
#) Google AdSense Approval.
#) Google Ad Manager Account Approval.
#) Google AdSense for HTML5 Game Ads Approval.
So now, I want to create the Google Video Ad Tag for my HTML5 games on my game website to show the Google Video Ads in my HTML5 Video Games. This Google Video Ad Tags can be created on my Approved Google Ad Manager Account.
I tried to do this watching a YouTube Video. https://www.youtube.com/watch?v=ICh-g5w8yzY
But, it was not successful.
When I checked Video Ad Tag Troubleshoot for delivery on my Google Ad Manager Account, I got the following message.
Non-delivery cuase
Line item not found. This typically means that the line item is not targeting as expected or is not serving.
Further, I have attached the screenshot of the Video Ad Tag Troubleshoot Results with this message.
Furthermore, I want to tell you that I got support from a Computer Engineer to implement the "Google Interactive Media Ads SDKs > IMA SDK for HTML5. The web URL is as follows;

Then, I sent one video game to that computer enginner and told him to add the video player into the video game to show the Google Video Ad. He did it. Then, he added the Example Video Ad Tag which was given by Google. The Example Google Video Ad Tag is as follows;

The above-mentioned Google Example Video Ad Tag was able to show the In-Game Video Ads in one of my HTML5 Video Games. The Computer Engineer was able to prepare the "Google Interactive Media Ads SDKs > IMA SDK for HTML5 Settings" in one of my HTML5 Games. In this case, the Computer Engineer added the Google Example Video Ad Tag into that HTML5 Video Game. So, the In-Game Video Ad was started showing in my HTML5 Video Game. It was successful that time with the Google Example Video Ad Tag.
But, when I created my Own Video Ad Tag through my Google Ad Manager Account, I gave it to my Computer Engineer to add this Video Ad Tag into the HTML5 video game. He added it to the HTML5 Video Game and told me that there is an error showing when trying to show the In-Game Video Ad in the HTML5 Video Game.

But as I told you before, when I checked Video Ad Tag Troubleshoot for delivery on my Google Ad Manager Account, I got the following message.

Moreover, at the end of the creation of Video Ad Tag in Google Ad Manager Account, we have to prepare "CREATIVES" to show the Video Ads. So, when I tried to prepare the "CREATIVES" for my Google Video Ad Tag, it asked me to select one of the following options;
#) Ad Manager hosted
When we select the Ad Manager Hosted Option we have to add a MPEG4 Video File into the Google Ad Manager Account.
#) Externally hosted
When we select the Externally hoisted Option, we have to add the External Video Game Web URL into the Google Ad Manager Account.
In this case as well, I had some doubts. But I selected Google Ad Manager Hosted Option.
Therefore, now I want your support to Create a Google Video Ad Tag for the HTML5 Games on my Video Game Website. Here, you can use my Google Ad Manager Account to create the Google Video Ad Tag for the HTML5 Video Games.
