FPGA Board Desing

I am looking for an experienced designer to create an FPGA board for our project. The functionality of the board should be geared towards Image Processing, Signal Processing, and Data Encryption - with Medium speed and processing power. I do have a list of components that must be included on the board so it is essential that any designer I work with has experience with the specified components. It is expected that the work provided will be of high quality at low cost, with an efficient timeline. As this is a considered project, any submission should provide a full description of how they intend to complete the task.
