Design and Analysis of 16-bit RISC Processor

I want a freelancer who can design a 16-bit RISC Processor for me using Verilog HDL in Intel Quartus Prime software and Modelsim. PFA the reference paper. I need it to be done on or before 20th February. The freelancer can submit the complete verilog code and the simulation results to me and collect the required amount.
