Trace 1 image into a clean editable SVG (vector)

We need a single-page A4 document recreated as a clean, fully editable SVG that matches the original as closely as possible. It is a rendering of a photo to a sketch, and we want to convert it to a vector.
What the job involves:
- Rebuild the whole image as vector SVG
- Make the wire look natural

- One .svg file that opens cleanly in a browser and in Illustrator or Inkscape.
- It should look very close to the source at any zoom level. Sensibly named groups or layers are a plus.
