Convert PNG to Print-Ready Vector

I have a single image in PNG format that I need converted into a true high-definition, print-ready file for T-shirt production. The finished artwork must be delivered as a scalable vector (AI, EPS or SVG) and a press-quality PDF that I can place on either a white or a black garment without any halo, box, or loss of detail.
No colour tweaks, resizing, or other edits are required—the goal is a faithful, clean recreation that holds sharp edges and consistent colours at any size.
Deliverables
• Editable vector file (AI, EPS or SVG) with transparent background
• Print-ready PDF set up for both light and dark backgrounds
I’ll approve the work once the file plots crisply at large format, layers remain editable, and the design reverses perfectly on white and black mock-ups.
