Convert PNG to Editable SVG

I have a single PNG that I need redrawn as a vector. The SVG must stay fully scalable without any loss of quality and, just as important to me, every element should sit on its own editable layer so I can tweak it later in Illustrator or Inkscape.

The graphic will be sent straight to print, so please keep the original colours exactly as they are—no grayscale or palette shifts.

Deliverables:
• One clean, well-organised SVG with separate, clearly named layers
• Nothing flattened or raster-embedded

Once I drop the file into my print layout it should scale smoothly to any size and remain editable. If you’re confident you can match the PNG precisely in vector form, I’m ready to award quickly.
