Create a vBulletin 4.2.5 mod for video watching in site

I need an experienced programmer with experience in vBulletin mod creation. My vBulletin software version is 4.2.5 and it is licensed and PHP version is 7.2. I need a mod to show video courses in my site to specific groups of users and donator.
The features to have:
Admin can create a course/edit/delete course. Then Admin can give course description and can create course chapters. Below each course chapter, there should be a field to paste the video link. I plan to upload the videos in Vimeo. Another field will be to upload PDF/ZIP file (course materials). The links should be editable and deletable. Next you show all the usergroups available in site along with check boxes. Admin can select user groups. Those particular selected usergroups will be able to see the course. Another field will be course expiry. If admin mentions the number of days in this field, the course will expire for the users to view. They have to donate a certain amount of money to view the courses again.
Lowest bidder will win. MOD Installation should be done by you for free in my server. You should only give me bug free mod with the features mentioned above.
