toggle cellular connection

I have several laptops that use a cellular connection, but when they are first booted the cellular is 'on' but Verizon says 'no internet access.' Toggling the cellular off/on gets it connected again. I'm looking for a bat file or vbscript that will turn off the cellular connection and then turn it back on.
