winform vb.net Whatsapp style app

i need to use telerik chat ui (.net winform) to create whatsapp style app
i need to send files (pdf, docx, xlsx, images) to other client via this chat
the ui control i use

i also need that the file can be drag and dropped to other location (optioinal)
if there any better ui control for .net framework i will accept
