split a large json file into smaller parts using vb.net

I have a large json file that I need broken into individual "state" parts. The file I've attached has every State in the United States with a number. So I need all of the "STATE": "02" in the same file and all of the "STATE": "03", ... STATE": "51"
I need each sub file saved to a folder with the same header data like in the 2 additional files attached. I need the files to be JSON valid with the same structure.
Name the file GEO_STATE_02.json, GEO_STATE_03.json etc
