VB.net paint/drawing tool -- 2

I need a drawing program developed in VB.net. It should be used to load a graphic and draw on it with a pen/mouse.
- I want to be able to zoom into the graphic, like in Paint, to be able to draw in more detail. It must then also be able to zoom out again or move the image section.
- It must be possible to remove drawn areas with an eraser without changing the loaded background. This should be displayed in the background and remain unchanged
- resolution of the base image should be unchanged
