vb.net desktop app the processes excel files

we have a set of xls that have excess rows etc that are being cleaned up by a vb.net app. we need dev to setup the app and get ready for more coding as we will extend the excel files it manages and extend the rules we apply. we need some Ui work as well. you need good vb.net desktop, familairity with excel and office objects.
