batch file to restart a service

Our software utilizes a cloud service and sometimes it stops for no apparent reason. We went to have a batch file that runs and starts/restarts the service if it is not running (and does nothing if it is running). This needs to work without new permissions being set. I've attached to screen captures with the Service information.
