Sage & WooCommerce Project (VB.NET Windows Application)

I am looking for someone to help develop a windows application that will do the following functions:

1. Connect to a WooCommerce store and extract customer and order details - Site is hosted externally.

Functions:
- Collect customer details.
- Collect order data.

I would prefer is this can be done with WooCommerce API and not connecting to the database remotely, but am happy to go with your recommendation.

2. Import to Sage Accounts 50 those exported customers and orders - Sage is stored on a local server where the application will also be installed. For info it is a Windows 2019 server

Functions:
- Import customer record if it does not exist if it already does then ignore.
- Import the order details that matches the customers record.
- Update the product stock to minus of the ordered stock.

3. Upload Sage product stock figures to WooCommerce.

Functions:
- Once every night it will upload the new stock figures to WooCommerce as suppliers deliver stock we update the products stock and this needs to reflect on WooCommerce
