VB SMS REST application

Need a project written using MS Visual Basic to automate the SMS REST calls. The API reference can be found here.

The application must be written with minimal hard coding if any. All the parameters can be supplied using a JSON input file provided by the server application. The developed software must provide all the functionality mentioned in the "messagebird.com" website. I also request a copy of the source code to be provided before the release of the final milestone. I also propose 4 milestones. 20% of project amount at commissioning, 30% of project amount at completion and delivery of the beta version. 30% of the project amount is due upon delivery of the final release. 20% of the project amount is due 1 week after delivery of the final release.
