VB.Net Developer for Custom Main Menu

I am searching for a proficient VB.Net developer who can design and build a Main Menu for an application, closely resembling the style of Windows 7's main menu with TreeView functionalities like in Outlook Express.
Skill & Experience Requirements:
- Expert level knowledge and experience in VB.Net
- Strong understanding of UI/UX design principles
- Previous work on similar projects will be highly appreciated
Responsibilities:
- Implement Dropdown and Submenus
- Include Search functionality within the main menu
- The menu needs to maintain a basic and elegant design similar to Windows 7
Although there were no firm preferences on design aesthetics or screen responsiveness specified, a minimalist design approach, ensuring the main menu's functionality on different screen sizes would be ideal.
