Need help with properly reading Question Matrix and Generating Answer Set For Solver

I attached my project which is 80% complete just needs some tweaks to make it work properly, it contains 2 versions to achieve the same result, whichever work you can fix to work is good enough just need to make sure it works on this number. I'll test other numbers later. I also attached some sample numbers you can test just use values old and bits old as the needed numbers.
