Need A 837P Generator in VB.net

Hello, I am an IT professional (database, data analytics, data warehousing, ETL, .NET) in need of having another IT professional create an executable capable of generating an 837P EDI file. An 837P is a standardized health care claims file. There should be tons of whitepapers online on what's contained in one as well as the behavior of an 837P. Requirements:

1) The executable must be written in VB.net in a clean concise manner

2) I would like to pass the data elements as argument(s) to it. The data elements are the fields from a CMS 1500 form (Note that this process won't use that form, but I mention it because the data elements you'd see on this form are what I'd be passing). My source data would be from a source system and not the form itself

3) Should be able to efficiently process large amounts of claims

4) Should be able to produce an 837P claims file in a text format

5) 837P must pass testing validation (I work with a vendor that can accept test 837P files and run the through a validator and reject if incorrect)

6) Delivery includes both the executable and the .NET source code

7) A quick tutorial on the executable, it's use and the source code

A high level overview of how I think the process would flow is that I will have a process that will be extracting the claims data from a source system, normalizing it and storing it in a SQL Server database. I will then have another process that will query and extract the appropriate claims that need to be in the 837P. This extraction of data is what represent what I want to pass to the executable for processing. This portion of the project is where my expertise lies so I have no problem handling that. The executable part is where you'd come in. Note that neither the source system nor the data are really needed for this executable to function as a standalone that accepts input arguments. I just plan on automating things in my process for efficiency reasons.

For any collaboration, meetings, and sharing files/information I have access to either Google Workspace or MS Teams. Most likely it'll be Google since my business is on this platform. I'm also open to suggestions when it comes to the best way I should pass data to the executable so we can work together on that solution. I'm also available for any needed questions.
