VB.NET Web Service for pkpass Creation

I'm looking for a professional VB.NET developer to build a web service for me. This service should be able to generate pkpass files for both Apple and Samsung Wallets, and it should also include the following functionalities:

- Validation of pkpass files
- Storing of pkpass files
- Updating of pkpass files

The primary interaction with this web service will be through API access, so I'm in need of a developer who has extensive experience in creating and managing APIs. The code should be delivered in VB.NET.

Ideal candidates for this project should have:
- Proven experience in VB.NET programming
