VB.NET GPG Password Handling Enhancement

I am in possession of a VB.NET application developed with Visual Studio 2010. It sends and receives files using WINSCP, encrypts and decrypts files with OpenGPG, and operates perfectly under the Windows 7 platform. Recently, an issue has arisen when using the same application on Windows 10 platform —it requests a decryption password, which it shouldn't.
Your responsibility for this project will entail:
* Access and understand the existing source code (which I can provide)
* Pinpoint the reason behind the unexpected password prompt within the file decryption process
* Formulate and implement a solution that prevents the software from soliciting a decryption password on the Windows 10 platform
You should ideally:
* Be proficient in VB.NET programming language
* Have experience working with GPG encryption/decryption
* Possess solid knowledge about WINSCP files handling
* Demonstrate successful debugging ability and problem-solving knack
* Have experience in developing software compatible with various Windows OS platforms
