VB.NET File Architecture and Data Repository

I'm seeking assistance with my VB.NET application which primarily focuses on reporting and analytics. The project requires an adept professional who can help me with file architecture and implementing an in-memory data repository.

- Developing a data repository that can efficiently store and manage user data in real time.

To summarize, the project will have to write and read a file -as well as keep its data in memory, which also must reflect any changes found to the file by checking the file's date modified against an array item number. The file is going to be separated in two ways for lines & multi-line fields using ASCII code separators, 9 lines & 124 wrapped, and for obfuscation using source code additionally provided to the form project for integration to file IO of its data.
