VB.NET .EXE Software UI Redesign + License Key Activation System Setup

I have an existing Windows desktop software built in **VB.NET (.NET Framework)** using **Visual Studio**. The software is already functional and compiled into an `.exe` installer. I am looking for an experienced **VB.NET developer** who can help me with:

1. UI Redesign:
- Modify the software's interface (forms, buttons, layout, colors, icons, etc.)
- Improve user experience and give it a clean, modern look
- I will provide a sample or reference for the desired UI style

2. License Key System Integration:
- Add a basic license key activation or registration window before software starts
- License should be validated either:
- Online via API verification

3. Build Updated Installer:
