.NET DLL for Automated Notifications

I'm seeking for a .NET developer to create a DLL that can be used in MS Access VBA for the purpose of sending automated notifications via email.
Key requirements:
- The DLL should be able to send emails with attachments, as the notifications might include additional files.
- It should support sending to multiple individual recipients; but do note that it's not intended for email blasts to a list.
- The solution should be seamlessly integrated into MS Access VBA, ensuring a smooth and efficient process of sending notifications.
