VB.NET Audio & Video Streaming System (Voice Chat)

Write from scratch a video audio streamer/player.
Data need to be exchange in UDP and in option in TCP.
Data compression/codec is needed from audio and video for be compatible with poor internet access.
Audio need to be a MP3 96Kbps like.
Audio Card / Webcam sélection menu needed.
Multi thread design needed for have capability to more 50 users.
No text chat system is needed, only audio and video method.
No design GUI, only stream system and server and a sample form.
Dont use external ActiveX or OCX.
