Modifying a VB.NET control so it works in .NET Core 6 framework

I currently have a control called MetroGroupBoxCollection, that holds a collection of multiple collapsible MetroGroupBox controls in a vertical fashion, that currently meets the requirements below, built in VB.NET

However, the issue is that is currently requires the use of a NuGet package called "Microsoft.Winforms.Designer.SDK" to work in .NET Core 6 framework

This project involves changing the current control so that it works without the NuGet package, written in VB.NET, in the .NET Core 6 framework, and must retain all requirements in the PDF document
