File Data Manager - VB.NET, Dev Express

I am looking for a winforms VB.NET applicaiton using DevExpress gridview to allow users to delete, reorder, and group data that is in a file.
Attached is a sample of the data in the file.
Initial Load:
1-All items = This means all items from the tab delimited file will be loaded to be edited.
or
2-Filtered Items = There will be a textbox above the grid that the user can enter a name and filter to only rows that have that name (in either side-left or right).
NOTES:
Each row in the file, is a row in the grid.
The grid is read only, user can not edit items.
Functionality:
Delete =
The grid will have an additional column at the right end with a red x icon. When the user clicks this, it will delete the row.
Reorder =
The user will be able to click and drag the rows in a different order.
Group =
The user can select multi (ctrl/shift+click). There will be a button below the grid that will become enabled if the user selects more than one row. when the button is clicked, it will add the multi selected ones as a group in the underlying data and file.
If the user selects a row that is already grouped (group column has a value), there will be a butten below the grid that will remove that row from the group. Ungroup.
Closing:
There will be 3 buttons on the bottom right: "Reset", "Cancel", and "Save". Reset will reload the grid to the way it was before any changes. Cancel will not save any changes and close the form. Save will apply the changes to the file.
