Disable Specific USB Device Based on Name

I need someone to build a VB.NET project for me that will allow me to disable a USB Camera based on an event and then re-enable it after 5 seconds. The event will happen within seconds, so a timer is required to search for the last event, then if found, disable the USB port for 5 seconds and then Re-Enable it. Attached is a sample that disables the driver, but that doesn't seem to work.
