Create a form calling APIs to calculate shipping value

Hi,
I need some code that interacts with the SOAP system of a shipping company to calculate shipping value.
In one 3 calls will need to be performed:
the first to populate the Region dropdown list,
the second one would be on value changed of the first dropdown list to populate the cities belonging to the selected region
and the third is after having selected the city call to price the service alongside some hidden values and display it.
I am expecting a running project written in VB.Net
The APIs are shown here: https://developers.correos.cl/v1/soap Note that the documentation is in Spanish, I don't think it is an issue but if it is, please don't bid.
This is project will be paid in the lower end of a simple project.
