Communicate with a console through TCP / IP

I need to create a program in VB.Net that is able to communicate with a Veeder-Root controller.
Specifically to a serial port, but through TCP / IP.
I am attaching a screenshot so that it is understood.
After being able to communicate, I only need to extract a basic piece of information. Nothing complex.
The trick is to successfully connect and get a response.
