CSV Reporting from CSV Database

I want to create CSV Reports from CSV Data . I want to create a small UI preferably in VB Dot Net where I can have a small UI for updation my logo , connection file name and path etc . This software has to pick the data from an existing CSV File. The data in CSV File is getting updated continuously based on the Field Machines .
In the UI we should be able to Select the Tag Name , Start Date and Time , End Date and Time and Select 'Create report " The System should than export the report in another CSV File for the period . The Software should also show the Average and Peak Value in this period .
