CALL WEB service , Send JSON and get JSON response from the server

We are looking for someone to create Call an API
with the following requirements :

solution must be developed in VB .NET (C# Not allowed in this case )

we need you to create a windows form (not asp .net )

The base URLs for the connection to the web service are:
https://wstests.kubibai.com/api.
Request and response format
