Windows Screencast Recorder (Georgia)

Job ID: 40525797

Budget: $10 – $30 USD

I’m looking for a developer who can build a lightweight, reliable screencast recorder that runs smoothly on Windows. The key capability I need is on-screen annotation while recording—think arrows, text call-outs, and quick highlights I can drop in as I talk, so my training videos look polished without post-production editing.

My primary use case is tutorial creation, so clear visuals take priority. Audio capture is a nice bonus if it comes naturally with your architecture, but annotations during live recording are non-negotiable.

Here’s what I’d like as the final package:
• A Windows installer and all compiled binaries.
• Source code with build instructions so I can maintain it long-term.
• A brief user guide showing how to start/stop a recording, toggle annotation tools, and export the final MP4.

I’m open to your preferred tech stack—C#, C++, Electron, or another framework—as long as startup time is fast, files are compact, and the interface stays intuitive for non-technical users.

Please include a short note on how you plan to implement real-time annotations, any third-party libraries you intend to rely on, and an estimated timeline to reach a testable beta.
