Overview
PRGET is developing a comprehensive home energy audit application to support energy efficiency programs in Puerto Rico. To define the required data inputs, workflows, and calculations, PRGET has created a detailed Excel mock-up containing all audit fields, decision logic, and backend formulas. This mock-up serves as the authoritative blueprint for the tool’s data model and computational logic.

The goal is to transform this mock-up into a form-based, offline-capable application that auditors can use during field walkthroughs. The solution must operate within a secure, authenticated Microsoft 365 environment, with preference for Power Apps and SharePoint to leverage built-in identity management, offline functionality, and seamless data integration.

The application must be fully mobile-friendly—optimized for use on iPads or smartphones—and must include the ability for auditors to capture and upload photos directly during the walkthrough.

The application will guide auditors through a structured sequence of input screens covering all required categories—contact information, homeowner interview, building envelope, appliances, health and safety checks, and other program elements—ensuring standardized and complete data collection. Backend logic must replicate the Excel-defined calculations to generate energy performance metrics, estimated consumption, and recommended energy efficiency measures.

Upon completion of an audit, the system shall automatically generate a professional, standardized PDF report that summarizes the home’s energy profile and recommended improvements. Sample reports can be found here:

Audit data will sync to a SharePoint-based datastore (or a comparable Microsoft 365–compatible database) to allow secure storage, retrieval, and aggregation for program reporting. Role-based access controls must ensure that only authorized auditors, administrators, and reviewers can interact with the system.

Because fieldwork often occurs in areas with limited or no internet access, the application must support robust offline data entry, storing records locally and synchronizing them once connectivity is restored.

All software, source code, system logic, and documentation produced under this effort must be the sole property of the Puerto Rico Green Energy Trust. The codebase must be fully modifiable, using non-proprietary or openly extensible technologies that allow PRGET or its designated partners to update fields, formulas, workflows, and reports without reliance on the original developer.

This document outlines the functional, architectural, and ownership requirements for building a secure, maintainable, and adaptable home energy audit application grounded in PRGET’s Excel mock-up.
