Looking for an UI/UX developer who understand the project working

I am attaching a PDF which explains the project requirements as well as shows some references for the application to be developed.

DO NOT ASK NON SENSE QUESTIONS OTHERWISE GET READY FOR INSULT. READ THE PROJECT DESCRIPTION AND DOCUMENTATION WELL BEFORE PLACING YOUR BID.

I REALLY DO NOT CARE WHAT YOU DID IN PAST, I WILL RELEASE THE PAYMENT ONLY IF I GET GOOD WORK, SO DO NOT TRY TO JUSTIFY YOUR COST AND TIMELINE WITH QUALITY OF DELIVERY.

The PDF shared is not the only document you should follow for the UI/UX development as the matter and references mentioned in the documentation are related to specific feature. You should understand what you need to develop to achieve the working model of a website, Mobile Applications, Admin panel.

For an example, if the document says Registration and Login, you must understand that there will be a page for forget password as well if we are asking user to setup the password while Registration. These are the points to understand as a Commonsense and need not to be explained.

I will not be spoon feeding you for everything needed in the website, you must take responsibility of the complete project if you take this job.

I am looking for a DESIGNER not a DRAFTSMAN.

I hired a SO CALLED designer 7 days ago who did pages mentioned in the document as per the references shared without any understanding of the project requirements.

Project deliverable are:
1. UI/UX for Mobile Responsive Website
2. UI/UX for Mobile Application Screens
3. UI/UX for Web Admin panel

Each deliverable should be followed up with FIGMA PROTOTYPE to be acceptable.

Here is the milestone setup:
1. Responsive Website: 30 %
2. Mobile Application Screens: 30%
3. Web Admin Panel: 30
4. Support: 10%
