Desktop app required similar to anyimage.io

I am looking for a professional React Native app developer who has completed a minimum of 50 app design & development projects on Freelancer or other similar sites and has a portfolio to show their work. You must be fluent in English. You will be working with our UI UX designer. All coding must be clean and the finished work must be straightforward for my own developer to maintain. The freelancer must be competent and able to see this project through from initial prototyping to the final testing and registration of the app. We can handle SEO in-house to a professional level.
