UI/UX Designer - Web & App - Design System

For an upcoming project, we are looking for a UI/UX designer who is familiar with conceptualizing a design system that can be used for both web apps and mobile apps. The project needs to be developed from scratch, there is nothing to build on, so there should be some creativity.
As a workload we are aiming for 16 hours a week over a period of 1-3 months.
