UI UX design for a Web Portal

I am looking for an experienced and creative freelancer/team to design the UI and refine the user experiences for a web portal that I am planning to build. I will only be able to provide a broad concept and some wireframes about all the required functions of the web app. Only bids starting with the word 'yes' will be considered
