UX Design and Website Build

We are a small business / talent / innovation ecosystem consultancy looking to build out some platform capability.
We are looking for help to build out this functionality which will be essentially a front end to allow specifications for projects to be captured.
Description: Creation of a UI/UX mock-up for a client facing web app to capture requirements for onboarding to a managed service for talent recruitment.
Additionally we require the creation of the front-end website.
Talent Profile:
We require 1x experienced UX designer, proficient in the mapping process to simple and intuitive user flows within web apps.
We also require 1x front end web developer proficient in Html/CSS to work with the UX designer.
Deliverables:
1. Creation of user flows based on supplied user personas and workflows.
2. Creation of mock-ups for the web-app in Adobe XD or similar software with multiple iterations based on our feedback.
3. Creation of a functioning html/css website to the specifications provided with multiple iterations based on our feedback.
