Create an online platform for HR managers to screen candidates via video

There are 2 users in the platform. Candidates and hiring managers.
The aim is for people to be able to showcase their personalities via video. They will submit the answers to questions asked by the hiring manager in the form of short videos.
Hiring managers can set the video maximum length that videos can be when candidates respond. The main users will be HR people looking to hire in the sales and service industries.
The system should be similar to a dating app where hiring managers can quickly shortlist or reject candidates based on what they see. The whole idea is to ensure that hiring managers are able to see potential in people very quickly.
HR managers can sign up for a flat cost PER JOB and then set there questions up. After they set their questions up I would like a link to be generated. They can then post that link wherever they post the ad for candidates to apply and the candidates apply through that portal:
HR managers will then get notifications and be able to review the videos and shortlist candidates for in-person interview
