QA and Testing for mobile application

My mobile application is currently at the high level design stage. I would like to hire someone to lead the QA and Testing operation and act as the checker of the design and development deliverables. It is also expected from him/her to design the testing scenarios and emphasize then lead the processes required to ensure quality of design, development, and UAT stages.
In your proposal please brief me about the services you are offering and previous experience you have with similar tasks.
