development plan for raw land

I am looking for a qualified freelancer to develop a plan for 257 acres of raw land with a mixed-use purpose. This plan should have a timeline of greater than 6 months to complete. I believe in taking a thoughtful and comprehensive approach for this project so that the plan will consider the opportunity cost of development versus other possible uses for the land. An economically, socially, and environmentally viable plan should result in a great benefit to my business. I have a preference for a freelancer or organization that has experience in industrial projects and who is knowledgeable in the legal requirements and regulations associated with raw land development.
