Project Summary
We seek a highly organized and detail-orientedZoning, Planning and Land Use Specialist for Rezoning Package to manage the legal, administrative, and procedural aspects of our rezoning application for a suburban commercial development. This role requires drafting and reviewing critical legal documents, ensuring compliance with Stafford County zoning codes, assembling the full application package, and coordinating all team deliverables.

• Rezoning Request: A-1 (Agricultural) → SC (Suburban Commercial)
• Development Scope: Two-story mixed-use building (retail/restaurant)
Scope of Work
Document Drafting & Compliance
• Draft, review, and finalize all legal documents, including proffers, draft ordinance, and proposed resolution.
• Ensure language strictly complies with Stafford County zoning codes and accurately reflects project commitments (use, phasing, signage, buffers, materials, etc.).
• Prepare the legal justification and summary sections for the Background Report.
Application Management
• Assemble, organize, and submit the full rezoning application package (digital and physical).
• Verify all attachments (plans, reports, legal docs) are complete, properly formatted, and meet county submission standards.
• Prepare summary tables, checklists, and cross-reference matrices for county review.
Project Coordination
• Oversee the project schedule and track progress for all deliverables (engineering, legal, planning).
• Coordinate communication between engineers, attorneys, designers, and consultants.
• Serve as the primary point of contact with Stafford County staff, responding to inquiries and submitting supplemental materials.
Candidate Qualifications
• Proven experience drafting zoning/land use documents (proffers, ordinances, resolutions) in Virginia, preferably in Stafford County.
• Expertise in Virginia zoning codes, submission requirements, and rezoning workflows.
• Strong project coordination skills with ability to manage deadlines, stakeholders, and multi-disciplinary teams.
• Exceptional attention to detail in legal review, document formatting, and compliance auditing.
• Excellent communication skills for liaising with county officials and internal teams.
